Dear Delegates and MUN Directors,

The final frontier is no longer a distant dream — it is an evolving reality. With private companies and nations alike increasingly investing in space, there is an urgent need to develop comprehensive frameworks to ensure the responsible and equitable use of outer space.

In COPUOS, delegates will work to balance technological progress with global responsibility, ensuring that space remains a shared domain for all nations, now and in the future. In a realm with no borders, no ownership, and no second chances, COPUOS is tasked with one mission: ensuring that space remains peaceful, accessible, and sustainable for all.

Our first agenda, “Regulating the Militarisation of Low Earth Orbit (LEO) to Ensure Peaceful Uses of Outer Space”, focuses on the growing concern over the deployment of military technologies in LEO, which poses a serious threat to the long-standing principle of space as a shared domain for growth and development. The increased testing of anti-satellite weapons, the use of dual-purpose satellites, and the absence of binding regulations have heightened the risk of conflict and debris generation in this critical orbital zone. By leveraging multilateral cooperation, COPUOS must work toward clear norms that restrict the weaponisation of LEO and ensure that its use remains dedicated to scientific, commercial, and humanitarian purposes in space.

Our second agenda, “Establishing a Legal Framework for the Use of Artificial Intelligence in Outer Space,” addresses the urgent need to regulate the growing role of AI in space activities. As AI systems start to control satellites, execute autonomous missions, and facilitate commercial opportunities, they raise intricate legal, ethical, and security issues. Lack of international norms threatens to jeopardise safety, accountability, and universal access to space. This agenda focuses on three key areas: setting cybersecurity standards for AI based operating systems, defining limits on AI autonomy to ensure human oversight, and fostering international cooperation to promote fair commercial use of AI. COPUOS must lead efforts to build a coordinated legal framework that ensures AI’s use in space remains peaceful, responsible, and inclusive for all nations.

Our third agenda, “Addressing the challenges of space tourism to ensure safety, sustainability and equitable access,” stems from the urgent need to regulate the rapid rise of commercial spaceflight. As private actors accelerate their presence in orbit, the absence of clear international standards threatens passenger safety, orbital sustainability, and fair access to space. Existing treaties provide insufficient guidance on liability, state responsibility, and emergency response. Without immediate action, unregulated space tourism risks endangering both human lives and the shared space environment. This agenda calls for the swift development of inclusive, enforceable frameworks that balance private sector innovation with global accountability, ensuring that space remains safe, sustainable, and accessible to all, not just the privileged few. A coordinated legal framework is urgently needed to ensure that space tourism advances in a way that prioritizes safety, sustainability, and equitable access—one that COPUOS must play a central role in developing.
